I don't know the answer to that question, but I can tell you that a co-op board can be just as bad--if not worse, in comparison with an HOA. Let's not forget that, after Nixon left office in disgrace, he attempted to buy a luxury co-op apartment in Manhattan, and the co-op board voted to not approve his purchase. That's essentially how he wound-up in Saddle River, NJ, in a SFH.

Both an HOA and a co-op board have the power to make a resident's life miserable, but a co-op board's power actually exceeds that of an HOA, in that they can prevent someone from even becoming a resident.

I've always heard Co-Ops are a no-go. Why not just make them a condo?

The owners have to vote on changing the ownership type, and often they don't want to because it will cost them money.
