No idea what this even means. What's a Bord? And what is Whitehall Hackensack?

Whitehall Hackensack?

Why on earth would you live in a high rise condo building in Hackensack, New Jersey if you don't want to pay a high sticker price, high HOA/board fees and high taxes. Probably one of the worst investments out there.
