The problem is that you need to stop thinking there is one cohesive entity called "the government". The income tax office is not going to be the same people as the senior freeze/property tax office. And we already know from the Anchor mess that the NJ IT systems are in bad shape. Remember them looking for retired people to help out who knew the ancient program they were still using?

Of course the gov't has different divisions, but they pretty much operate the same.
