More and percentages may not always be predominate or pluralistically more Black, but will be at least 20% or more for the census tract. Census block groups within the census tract may have higher percentages. Median household incomes will be at least/about 50% higher than the national figure($53,046). You can find this in other census tracts like this as well, where the tract has a census block group that is more middle class than others within the tract.
I don't know if it was mention in this thread, but Lakeview in Nassau County has the state's highest Black percentage for a CDP/municipality at 81% and a median household income of $103,000(09-13 census info). It has about 5600 people.
Also, the 11411 zip code, which covers the Cambria Heights neighborhood in SE Queens, has the highest Black percentage for a zip code at a 93.3% Black and it has a median household income of $81,390($83,696 for Black households, 08-12 census info).
So, the state's Blackest CDP/municipality and zip code are middle class in terms of median household income.
Just as an update, some of the median household income figures have been adjusted for 2010-2014 census figures, as the previous figures were from 2008-2012 census information.
There appear to be some areas in Rockland and Westchester Counties that fit as well. Many, if not all of the census tracts posted seem to have pluralistically or predominately Black areas at least at the block level. There may be others with less than 20% Black in the census tract, but it seems like a good percentage to start from in order to find such areas in at least the smallest level.
I may do the same or something similar in the Upstate NY thread, but there are already census block groups that are around 10% Black and that have a median household income that may be viewed as at least lower middle class in that thread. There are some census tracts that would fit the same or similar criteria, adjusted for COL, that was used in this thread.
I will say that I found tracts in Hempstead, Roosevelt and Uniondale that were around or above $80,000, which kind of surprised me, given their reputations. I believe that Central Islip also had this.
There were other tracts that just missed the criteria one way or another as well in all of the NY counties outside of NYC.
Greenlawn had a tract that is 22% Black and a median HH income around $97,000, but there was a census block group within it that is 53-54% Black and had a median HH income at around $93,000. That census block group is in the South Huntington SD, according to the source.
So, there are such areas throughout the NY portion of the metro.
The black section of Greenlawn has a specific name, I can't remember it for the life of me. Something-park.
