Are 3 adults and five children legal occupancy for a 2 bed 1 bath apartment and who do I notify? I notified azure property and they do not care. [mod cut]

In Nebraska and it is generally limited to two people per bedroom, not sure if this is a hard and fast rule. If it is, they are well over the limit. You should contact the Omaha Housing Authority to be sure.

Sometimes they use square footage, but I don't know about Nebraska specifically and their residency laws. Sometimes there are differences between rules for the number of adults vs children per bedroom. Also, I've seen situations (in other places) where two adults sign a lease, and then others move in with them who are not on the lease. In large complexes, they can sometimes get away with it, especially if the LL doesn't care.
