Its a bit strange that law enforcement are the ones tasked with these gun buy back or turn in events.

1) But now instead of having a possibly unregistered weapon she has a registered weapon.
2) overall it will result in a net reduction of guns versus no buy-back program

Do they require registration there? If it is a private sale, it won't be registered anyway.

Yet they frequently have negligent discharges, shoot other officers by mistake, shoot civilians by mistake, miss their intended target over, and over, etc. Some LEO's belong to my gun club. Many are safe, and competent, but there are some that aren't, and when they show up, I leave.

Only if she bought the gun illegally by not going through the proper paperwork or lives in a state where no paperwork is required for a private sale.
