It would be a tough one but I almost think it might be worth the gamble. The Browns are kind of shambles right now. Offensively, they lost two Pro-Bowl quality linemen to free agency, they don't have a consistent running game (hopefully Duke Johnson can change that in his 2nd year), they lost their #2 receiver (Travis Benjamin) to free agency and their #1 receiver (Gordon) may or may not be available this year and, even if he is, he is 1 strike away from purgatory. That isn't a great situation to toss a rookie QB into.
Defensively, they need help there as well, as they are terrible against the run and they don't particularly rush the passer well either. So, they need a couple of impact players in the front seven to shore up the run defense and to rush the passer.
I almost think rolling the dice on RG3 might actually be worth it when you look at it from that perspective, as the team just has so many holes and a rookie QB at #2 overall won't come close to filling them. RG3 also won't cost anything, as you don't have to trade any draft picks to get him (unlike Kaepernick).
I can't believe I am saying it but it truly might be the best thing - sign RG3 to a team-friendly deal and see if Hue Jackson can do anything with him. I would then trade out of the #2 spot and stockpile as many picks as is humanly possible to deal with all of the holes that I mentioned above. They really need to draft 2 wide receivers (even if Gordon comes back), 2 impact players in the front 7 on defense and quite possibly a lineman (they lost Mack and Schwartz). It is tough to project how the offensive line will look, though a good bit depends on how quickly Cam Erving develops.
I don't really even like RG3 but he at least has some potential and I just don't know that throwing a rooke QB into that mess is the right call.

Honestly.. Cleveland should be giving more looks to Connor Shaw. That is a guy that could develop into a really good QB.
I'd put him in the same category as Cousins.. The potential is there.. Put him in, stick with him, and I think he'll reward you with play that just keeps getting better and better. There'll be bumps in the road that you have to get past, but stick with him and I think it'd pay off.
