Yeah, everybody will pretty much have the same input for you here. The southeast is really where it's at in Rochester; between University Ave and Mount Hope Ave there's literally not a single neighborhood that would be considered even mildly dangerous, and those are where most of the cool little art and nightlife areas are. University-Atlantic is the main arts district (which is why its named neighborhood of the arts) then west of that is Park Ave which isnt really gritty at all but is crammed with cafes and boutiques and such. West of THAT is Monroe Ave/Monroe Village which is probably your place; its cheap, pretty funky and loaded with bars, clubs, resturaunts, smoke shops etc. Then west of Monroe is the south wedge, which is also cheap and has nightlife, but less than monroe.
Only place downtown I would reccomend is the East End, but that's pretty pricey, it also happens to be the main nightlife district in town. All of these places are no more than 15 minutes apart on foot and bus lines run through all day and pretty late into the night.
