I don't know about now, but I have actually lived in that area about 2 years ago and it certainly felt quite run down back then (I was just renting). If I were to spend such money on a house (they were asking about $2.5M) I would definitely pick a better neighborhood in Cupertino or surrounding areas (and yes you can still get a nice house for that money at better locations). I agree with you that it will most likely change but that can take quite some time.
