I used to work in Hi-tech before switching to Medical field. Most the high tech companies like to hire H1B/New grad students.. not because the PhD graduates are qualified for the job.. but some other season..
1- They are listened.. or obey the order..
2- Nationalism... Indian directors like to hire and bring his people in, Chinese directors/manager like to bring his/her people in.. There is a manager in my wife company ( 100B company), like to hire Chinese employee because she's Chinese... Whenever, there are opening position in her group, she interview many... but finally pick her Chinese people even there are many well qualified non-Chinese candidates... and her candidates are not U.S educated... No need to say that most of people in her group are Chinese. Once time, she even wanted to fight one guy from China for the position as " Lab Assistant"... and the HR jumped in said " NO".
3- Manager/director make $$ on stock options.. not cash bonus... Also, there are many ways to fool people legally.... such as one supervisor told me... he placed job add with a bunch of requirements that no one could apply... and then he legally told HR that there was no one applied or no qualified people.. so he could get his people in.. with high school diploma.
Now I am in the medical field.. and I am glad that how the system working... no matter what people are or where they come from... if you are qualified... to pass U.S board exam.. you are qualified to work in the U.S.

My neighbor sells real estate and has experienced that chinese will only sell to other chinese which is also illegal in the housing market as well as employment. No respect for American laws.

That was never a problem for me. I am retired now and I still get job offers in SV.

It would take an economic calamity for SV prices to drop that much. Lile 50% of the Apples, Googles, Tesla, and Facebooks of the World going belly up.

Tech being meritocratic is largely a myth. Some departments may be more meritocratic than others, but companies like Apple and Facebook have cultures that are not really any different than say, Chase or Wellsfargo...save the superficial aspects (jeans to work, beanbags, etc.)

I worked in the video game industry for a few years and now work for a district attorney in government. There is actually less office politics in my government job.
