Country and metal are weird. They're very much their own scenes with little impact on mainstream pop culture, so whether they're "growing" or "shrinking" feels irrelevant.
I think trend of rock, heavy metal and punk rock is way down compared to before where as pop, dance and hip hop is up.

Even Jazz and easy listing is way down.

Is Seattle becoming more preppy now?

In the 90s and 2000s you had ripped jeans and flannel shirts or lumber jackets and also rock band t-shirts.

From what I hear today you mostly will see guys in cargo pants, cargo shorts, khakis or nice jeans, and women in jeans or hiking clothes.

You will not really see people out in about in house slippers and sweatpants like you do in other US cities?

I hear the cities just out side of Seattle is bit more casual like in Pierce County from what I hear.

I guess some Gen Z folks wear cargo pants? And you'll definitely see lots of sweats and yoga pants.

I dunno. People wear whatever they want to wear. These things vary by neighborhood, time of day, group of people, etc. Is there some need to nail down exactly what the fashion of Seattle is?
