The tracks over which the two Vermont passenger trains (the Vermonter and the Ethan Allen) travel are not equipped with PTC (positive train control) and there are no current plans to install such a system. Amtrak will not operate trains over tracks which are not PTC compliant. See link.

Will Amtrak roll out of Vermont for good?

I can't say this surprised me. For a good chunk of the '00s, the Vermonter also had a 30 mph speed limit since nobody wanted to upgrade the rails.

How many Vermonters actually ride those 2 trains? If I lived in Burlington and wanted to travel to NYC by rail, I'd go by ferry to Port Kent and then take the Adirondack. The bus from Burlington to the Essex Junction train station for the Vermonter is 25 minutes and the time to NYC is 10 hours assuming that there are no delays. Port Henry to NYC is less than 6 hours.

Using 2016 data, it's around 100,000 riders/year on both the Ethan Allen and Vermonter.

For me, the Vermonter is a distant third options between driving myself to NYC (well, I usually drive to Stamford and take Metro North in from there, in around half the time of the Vermonter), or taking the Dartmouth Coach.

In terms of energy efficiency, Amtrak's only beaten by ski lifts and bicycles. Personally, I find it a treat.

"I said to the brakeman,
"Can't you speed up a bit?"
Said he, "You can walk
If you don't like it."
Said I, "Mr. Brakeman,
I'd like to take your dare,
But the folks don't expect me
Til the train gets there.""
