Final Fantasy VI, Chrono Trigger, Final Fantasy Tactics, and Final Fantasy XII come close, but for me there is just something special about the Vagrant Story soundtrack. Like some kind of extra special effort was put into it.
I love Elder Scrolls music - Jeremy Soule is a great composer for the genre. The Morrowind theme gets me a little misty-eyed every time - so epic and beautiful. I do think Morrowind is the best of the three for music, but I like them all.
World of Warcraft does have some very good music as well. I haven't played it in a year and a half and to be honest, I miss the music in the various zones the most. "Grizzly Hills" is probably my favorite.

Yes, he does some great stuff. I liked the music from Skyrim so much I bought the multi disc OST from him. Great stuff.
There's this very obscure Xbox game called Otogi: Myth of Demons that has a hauntingly beautiful opening score. What a shame that it's less than a minute long.
I automatically disqualify any GTA game because it's not original video game music.

i don't consider vice city gta to be video game music. it is actual music put into a video game. video game music to me is bleep and bloop sounds. with that said, i can't find something better than mega man 2. other games are great like sonic 2, blaster master (nes), street fighter 2 (arcade), the list goes on.
