I recently moved from an apt in zone 3 to one in zone 2. I have a car that I rarely use and have been parking it on the street. However, I have noticed that the entire Logan circle area is plastered with street cleaning signs. Sure, you can move your car weekly, but let's be honest. You will have a really tough time finding a spot each week and you will probably forget to move the car many, many times. I have moved into a ticket trap zone!
This seems especially unreasonable given that (1) other zones such as 1 and 3 barely have any street cleaning signs (and zone 1 is also very close to downtown) and (2) the streets in zone 2 don't even look like they are being cleaned! Also, NO street needs to be cleaned weekly. Worse, Georgetown is zone 2 and it also has barely any street cleaning signs! This seems to be just plain lack of care by transit authorities and/or a heartless way to squeeze more money out of young professionals via tickets.
I want to know how we can get this changed. Please, no negative or pessimistic comments. Is there a town/city hall or any other place where we can meet and voice our concerns? We can make it happen, and save a good $500 dollars/year worth of tickets!
If you rarely use your car, I'd look into selling your car and getting a Zipcar account if I were you. Probably cheaper than your monthly insurance payments.
Why would we want to incentivize having a car downtown at the expense of the cleanliness of the city? Did you not realize that cars are generally unnecessary and inconvenient in the center of the city before you moved? This won't change, and in fact developers are supposed to provide less and less parking as the area gets denser. Zip car, Capitol Bikeshare, and your feet are your new best friends. If you need to have a car for some reason, weigh the value of renting a space v. moving to a less walkable/more car-friendly area.

I have a constructive idea. You just don't want to listen to it because it requires a change on your part. I dealt with these for a while, pre- zipcar, and I am well aware of the annoyance, but I am also well-aware of the difficulties that stem from lingering in these spots too long as there are many more people who would park long-term if it were possible, and that space just isn't there. This area attracts many more long term parkers than the others you mention and is much easier to navigate car-free.
We decided almost a decade ago that we would get rid of our car if our next place didn't have a spot. We ended up with a spot, so we have one car for our family of three. I now don't drive at all and my child and I get around quite easily by walking and using public transit. It would be much more cumbersome if I tried to drive everywhere because this neighborhood is not set up for that.
