West coast pleasantness is a mixed bag. It is very true that folks out here are nicer but they tend to be so on a surface level. West coast people are harder to get to know on a deeper level IMHO than those on the east coast. They tend to be more "I'm doing my own thing" and flaky when it comes to plans. From all the places I've lived, mid-westerners (at least the people of Ohio) tend to be the easiest to get to know.
To stay on topic, I'm a native of NoVA. People do tend to be in their own little worlds in the DC area which is annoying at times. It really didn't get to be like that until post 9/11 when I think people became more fearful of outsiders. At least that's my perspective on the situation.
