DC's black pop is steadily decreasing. Its currently at 50%, it could dip any second.
Honestly, I doubt it'll dip significantly to the point where the black population will be say 20%, at least not in the near future. There's still over 230,000 native Blacks still living in the City and on top of that, you have Blacks from different parts of the country and world still relocating here. Right now, the Black population is still hovering within the 48% to 50% range, not necessarily The Chocolate City of old but there's still plenty of Ebony in DC nonetheless.
What about the nativity of African American population in both metros?
That's a bit more difficult to assess because of Black migration from the District of Columbia to Prince George's County (and to a lesser extent Montgomery) since the 1970s. A lot of Black people in the Maryland suburbs are not native to Maryland, but are native to the DC area.
No aggression intended. Just saying, nobody's really sweating what the white folks do, because we already know how they operate, but it doesn't really matter. They don't put any fear in us, because they're not real like us. We do what we have to do, while they wait for enforcements.

I think its just because transplant yuppies only talk to other transplant yuppies. The vast majority of the black population in DC is native aside from the smallish Nigerian and Ethiopian populations. A huge percentage of the white native population resides in the suburbs in Montgomery County, Northern Virginia and Northwest DC. However, the native population, whether black or white, is not particularly friendly at all. Many DC natives black and white are completely antisocial towards who they perceive as outsiders; which is pretty much anyone who isn't from DC and looks, talks and thinks like them. For instance, Bethesda immediately bordering wealthy NW DC has ranked as the second snobbiest small town in America. Nearby Rockville also made the list as well:
So there are tens of thousands of DC area natives here, but they just probably aren't talking to you and have no desire to even have a conversation about the weather with you. DC has got to be the one of the most antisocial big cities in America. Money, power and status talk in DC. The people? Not so much unless you can help them advance in some way. Black DC natives will ignore you or call you a "bama" if you aren't black plus born and raised in DC or PG County with pro-black segregationist attitudes. White DC natives will ignore you or show you silent yet loud nonverbal disdain written all over their faces if they are forced to talk to you unless you are a wealthy dead-eyed soulless Patrick Bateman/Ralph Lauren catalog model yuppie type with an Ivy League educated background from a well-off East Coast family bred in the exclusive mansion community shires and country clubs. NYC is known for its rude aggressive people, but shouting at someone to hurry up or get out of your way is at least a form of acknowledgement and everyone needs some of that. In DC, people just act like you aren't even worthy of acknowledgement because of your perceived lack of status or failure to meet membership qualifications in a very, very narrow social group. There are down-to-earth DC area natives mostly in areas of Silver Spring, Rockville, Burtonsville, Bowie, Gaithersburg, Laurel etc.

The DC black population is dropping not growing. As for the white population that's increasing but I doubt DC will lose its black presence.
