Anything over 50f/10c with sunshine, and no wind. Otherwise a bit warmer.

I would say from 19 degrees and higher if low dew point. If raining perhaps 15 degrees, because rain makes it feel more humid and warmer at this temperature range.

Now that it's sunny and the sun is high, about 15C. That assumes light activity such as walking or gardening.

If no sun, add 3C.
If intense exercise, subtract 5C.
If not moving at all, add 3C.
If windy, add 2C.
