Your post brings back terrible memories. I worked in a restaurant for about 6 months in 1983. Owner was a great chef, his 1 good quality. But he was an alcoholic narcissist. Shouting matches with employees were a daily occurrence. People quitting on the spot, getting fired on the spot. Any problem he had was "these damn people all want to be executives and won't follow my orders". Well, he owed back wages to most of them. Many people never saw a paycheck, survived on tips. That sort of worked until the customers went elsewhere. Our bartender was the only person he kept paid up....her husband liked to hurt people. Boss was his own best customer at the bar. Drank up the top shelf brands so that paying customers didn't have much to choose from.
I saw the IRS come in one night and seize his cash register for back taxes. A week later, the local sheriff seized the register on behalf of a creditor.
Pressures are terrible in that business and liquor is just an arm's reach away. An owner doesn't have to ask permission. Recipe for disaster upon disaster.
There are good managers and bad managers. Bad managers are content in managing underperforming location, championing laissez-faire leadership, and creating reasons to lose business. Good managers manage well performing locations, champio servant leadership, keep workers positive and motivated, and retain and add business.
If the manager in the original poster's post has been at the location and position for a while with no improvements, then a change should be made. Either improve management, or close the location.

There were plenty of people eating there. I think the owner just doesn't care and the manager just has a nasty personality. Some people are just a-holes, but that won't stop people from eating there. It's on a busy street right next to the freeway.
However, I personally won't ever return to that location because I absolutely cannot stand abusive scumbag bosses.
I was in an unfamiliar small city recently and googled a couple breakfast places near my hotel. I found two within 1/4 mile of each other.
Went to one and it was packed with a long wait and a contented looked crowd.
I didn't have time so I went to the second one and it was almost empty and I ate there. But the staff was so mouthy and gossipy and naggy and seemingly unhappy and that, to me, explained the sparse crowd.

Jmho, next time, call the manager over, call him out on his failed public leadership, and let him or her know how you feel about it. A little confrontation is good.
