I hit "reply all' when everyone needs to see my reply.
This. IME, just because you choose the "Reply All" email option doesn't mean you can't scan through and edit the recipient list before you hit send. Very rarely I've done this if one or two people really don't need to be in on the convo any longer.
My friend, now retired, has told me several times the story of when he received an email addressed to hundreds of people. Someone did an unnecessary "reply all." A third person, annoyed by this, sent a scathing "Stop Replying All!" to this -- which he replied to all.
If it's a staff-wide email saying something like, "Congratulate Chris on his promotion!" then I email Chris directly. If it's an email about a group project with 10 recipients, then I generally keep replying all if everyone needs to be in the loop.
Just received an email which was also sent to 30 other people and all it says was "Thanks Jim". Jim had
included the person in a weekly meeting.
The email had absolutely no value to members of the group. The sender could've replied to Jim privately. It brought me to a question. "When exactly should you use the "reply-all" button?

The two examples above are unnecessary reply-alls.
I reply-all when what I have to share brings value to all the recipients.
A simple thank you or a congratulations goes to just the individual for whom it is intended. The other 29 people seeing a "thank you" in response to a meeting invite is 100% unnecessary.

That's what I do. I may edit out the list and remove a few folks, but even with a "thanks jim" email, it might be signifying to others on the list that I received the instruction and it didn't get lost in the 100s of other emails.
