I think we could use a thread informing everyone of interesting items that comes from the agendas at council meetings pertaining to city limits.

As of Oct. 19th

* A Resolution authorizing the Mayor to enter a Construction Agreement with the State of Alabama, acting by and through the Alabama Department of Transportation for Project No. NH-CMAQ-0003 (630) & ATRP2-37-2021-109 Reference No. 100071977 and 100073285 SR-3 (US-31) Resurfacing, auxiliary lanes, ramp improvements and median barrier rail from Hollywood Boulevard to 1st Avenue North. * A Resolution approving and authorizing the Mayor to execute any and all documents required for the City to complete and submit a grant application with Bloomberg Philanthropies 2021 Global Mayors Challenge in the amount of $1,000,000.00 to implement community-driven solutions to equitably increase access to quality, affordable fresh foods in underserved communities, if awarded. (Submitted by the City Attorney) (Recommended by the Mayor and the Budget and Finance Committee)

*A Resolution authorizing the Mayor to execute and deliver an Memorandum of Understanding with Mayors for a Guaranteed Income, an IRC Section 501(c)(3) federally income tax exempt non-profit corporation, to conduct a guaranteed income pilot program in the City of Birmingham utilizing a grant of $500,000.00 on behalf of the City from Mayors for a Guaranteed Income to provide monthly payments of $375.00 a month to one hundred ten (110) benefit recipients. (Submitted by the Mayor) (Recommended by the Budget and Finance Committee)

* A Resolution granting an Operating Authority Permit with eight (8)Certificates of Public Necessity and Convenience to Wilgo On The Go Transportation Services, LLC, 1000 Union Chapel Road East, #15, Northport, Alabama 35473, to be used in the operation of a Shuttle Service upon the public streets of Birmingham and to and from locations within the City in accordance with the provisions of Title 12, Chapter 16 of the General Code of the City of Birmingham, 1980, as amended or may be amended. (Submitted by Councilor Hoyt, Chairman, Transportation Committee) (Recommended by the Transportation Committee)

ITEM 25.
An Ordinance approving and authorizing the Mayor to execute a Trail
Construction Easement Agreement under which the City will grant a
temporary construction easement to Freshwater Land Trust for the
construction of a public pedestrian trail to be known as the “Continental
Gin Connector Trail” over and across a 20-foot wide strip of land
extending from the intersection of 2nd Avenue South and 41st Street
South, running east along 2nd Avenue South before turning south onto
42nd Street South, turning east onto 2nd Alley South at the intersection of
42nd Street South and 2nd Alley South, and ending on 3rd Avenue South.

Tempore Smitherman and the Director of Capital Projects)

ITEM 26.
An Ordinance approving and authorizing the Mayor to execute a Trail
Construction Easement Agreement under which the City will grant a
temporary construction easement to Birmingham Sunrise Rotary
Foundation for the construction of a public plaza to be known as the
“Sunrise Plaza on the Jones Valley Trail Extension” over and across a
strip of land located within an area comprising approximately 356 feet
east-to-west and 116 feet north-to-south within the 3600 block of 2nd
Avenue South. (Submitted by the City Attorney) (Recommended by
Council Pro Tempore Smitherman and the Director of Capital Projects)

Overton neighborhood...................

Application to pre-zone territory proposed for annexation from A-1 (Agricultural District-Shelby County) to C-2 (General Commercial District-City of Birmingham) to construct a multi-family residential development, filed by Arlington Properties representing the owner, Hanna Family Partnership, for the property located at 4641 Highway 280 and situated in the SW¼ of Section 36, Township 18-S, Range 2-West. *(35242).

Property and Abutting Land Uses

The subject property sits on approximately 18.94 acres of land, currently located outside the City limits of Birmingham in Shelby County. The current use of the property is a landscape nursery. Properties to the south, east and west of the site are commercial, zoned CC-2 (Contingency General Commercial District). Property to the north is vacant and is zoned Agricultural (Shelby County).

Applicant’s Proposal

The applicant is proposing to build a luxury, multi-family community that will contain 272 rental units. The development will offer a “resort-style” setting, targeting empty nesters and young professionals. Units will have high end finishes, including quartz countertops and stainless-steel appliances. Amenities will include a resort pool, outdoor pavilion with fireplace and televisions, full-service fitness center, “we-work” space, and coffee café. The site will also include a pet park as well as buffers between the adjacent properties. The development will retain all stormwater on site and will utilize an existing 477’ lake. Interior roads will be private as well as trash pickup. Since family units will not be the target audience for this development, the applicant does not expect a significant impact on the school system.

^ I'm having trouble placing this. When I search "4641 Highway 280" in Google Maps, it shows up at the intersection of Riverview Rd and Cahaba River Road, where you would turn in to go in the back way to Target or those apartments over there. Is it down that same road?

answered my own question... the article says it's "behind Courtyard 280 and near Motel 6."

This is the vacant building sitting behind Phillips Academy next to CityWalk on the corner of 8th Ave N and 2th St. N. Prime real estate location.

Empowerment, Inc., under which Empowerment shall plan, implement
and host the Steel City Jazz Festival in Linn Park, Birmingham, on June
17 - 18, 2022, which is expected to generate revenue from out-of-town
visitors and tourists, create jobs, boost, enhance the economic impact to
the City, and foster community pride while providing recreation,
entertainment and opportunities for attendees, and the City will provide
incentives to Empowerment, Inc., in an amount not to exceed $150,000.00
to host the Jazz Festival in Birmingham. [Funding Source: 057_000.527-

ITEM 31.

A Resolution authorizing the Mayor to execute and deliver an agreement
with the Alabama Sports Council, Inc., to bring a pro-cycling event to
the City which will be free and open to the public with a kid’s zone where
kids will have the opportunity to ride their bikes on the course promoting
active, healthy lifestyles to the community and promoting Birmingham
tourism on a national scale, with the event held on or before June 30, 2022
in an amount not to exceed $10,000.00. [Funding Source: Councilor

ITEM 34.

A Resolution authorizing the Mayor to enter into an agreements whereby
the Birmingham-Jefferson County Transit Authority is allowed to
install, erect and maintain four (4) bus shelters in the City right of way for
the Magic City Connector Project, three (3) bus shelters will be installed
in the Southside Community, located at 1920 4th Avenue South, 701 20th
Street South and 941 20th Street South, and (1) bus shelter will be installed
in the Northside Community, located at 2101 Richard Arrington Jr.
Boulevard North, in the City of Birmingham, Alabama. (Submitted by the
Mayor) (Recommended by the Public Improvement Committee and the
Director of Planning, Engineering and Permits)

ITEM 7.

An Ordinance authorizing the Mayor to enter into a Global Right of Entry
Agreement with Alabama Power Company whereby Alabama Power
Company is allowed to enter upon certain properties owned by the City of
Birmingham to install, operate and maintain electrical facilities for the BX
Birmingham Express-Bus Rapid Transit-(BRT) and Small Cell Tower
Sites, at various locations around the greater Birmingham area to serve the
World Games 2022, an 11-day international, multi-sport event. Alabama
Power Company will be granted permission to install electrical facilities
on City of Birmingham owned properties and in the public rights of way
as the work sketches, site plans and exbibits are received. (Submitted by
the Mayor) (Recommended by the Director of Planning, Engineering and
Permits and the Public Improvements Committee) **
