I would suggest looking at New Castle County first. The other two counties are either rural or more oriented to retirees and tourists. I do not have a suggestion other than Hockessin. I know it has good school rateing, which indicates a safe an affluent community. Everywhere in Delaware is a short drive to the beach.
You might also look in Sussex County. Bay Forest at Bethany Beach is a planned community rated the best in the USA in 2108. Check their list of amenities including bike trails:
