Uh....yes you are "directionally challenged". lol An on ramp is going onto the freeway/highway/interstate. The southbound on ramp is next to Starbucks/Zoes. You're referring to the southbound Woodruff Rd. exit ramp.

Not sure what's being built there, but 14 needs to be widened and that intersection needs some serious attention. It'll just be a future ROW issue.

It would have been improved during the last round of road construction, had the local communities not opted for 3 lanes and angrily stopped it from being widened to 4 lanes from Pelham Rd to Main St. in Simpsonville.
