Me and my wife have looked at homes in the Chesapeake area and like the privacy. We are in our late 50's heading towards 60. We live in an HOA in PA. Will never do that again. At this point, we don't want any neighbors. Like to have 2+ acres. We just want serenity but to be close to services such as supermarkets, auto care and medical care, to name a few. Not into the night life or bar scene. An occasional restaurant outing but not important. Oh yeah. Safety is a concern, in terms of crime. Pleasant Grove area seems to fit the bill.

Look south of Chesapeake, down 17 towards (or past) the NC line.

Yeah south Chesapeake in the rural areas is where you want to be if you don't want neighbors close by and lots of land. Areas south of Grassfield and Great Bridge. Real estate is expensive though ranging from 400K-1M. Might be a little cheaper in NC.

Look into Suffolk.

Chesapeake taxes are high and politics are becoming increasingly driven by other parts of the city. This will continue to get worse. Rural Chesapeake is about the worst rural place to buy a property for your money.

I noticed it is a bit more pricey than the housing inventory in Davidson County, NC. I did find a couple properties that were worth our while but one went into contract within a few days.
