Here is a more complete article that sought out a response from the base, providing some balance. Military dot com writes hit pieces and fluff for the military yet the military forgets the hit pieces. Officially the fort said the lack of soldiers this summer due to deployments, exercises and other absences resulted in the planned reductions in operating hours at dining facilities.
This situation of closed facilities is scheduled and has been for months. See the schedule from May, linked below. If anything, the article should have written before Memorial Day vs August. Why such a delay? Timing?
Or at formation, they could just tell the first squad, “effective today , you are cooks, Go to the supply room and draw your aprons.”
Which is the simplest suggestion of all. However, that doesn't give some people a cause to claim the military "has the wrong priorities" and rant and scream about changing base names from those of confederate generals. (which they should never have been named after in the first place)

There is a serious systemic failure if a Command can't feed its soldiers/sailors/Marines/airmen aboard a stateside base during peacetime.
I don't know about the Army but we were taught in the Navy that there are no excuses.
