Vinyl chloride monomer is not all that persistent, apparently a half-life of 1.5 days in the atmosphere. It evaporates from surface water but can last in groundwater for a while. The combustion products are nasty but shorter lived -- hydrogen chloride, carbon monoxide, a small amount of phosgene. This is the reason they burned it, the combustion products are a shorter-term problem. The HCl will kill pretty much anything in high concentrations, but not enough will get to NJ to have an effect.

The blowback on this is going to be huge. I can see the tort attorneys drooling and lining up for this baby. Norfolk Southern will likely be sued out of business, and legal charges would not surprise me. That does nobody on the ground or downwind from this disaster any good. I see the RR multi-million$$ bossman finally showed up. This crap has just started, I wish I could say it's unbelievable how some people act but unfortunately it's too common.
Sell your stock in this RR company, it's going down and it wouldn't surprise me to see the CEO with serious legal charges.
