You're seriously worried about a spill that occurred 400 miles away?
If you are, there's significant levels of vinyl chloride under the ground water all over NJ (and per the article, in the soil too) and if you push the Ohio/PA/NJ DEP hard enough, they will make every property owner responsible for cleaning up any little speck of contamination under their property (and they will gladly do it, because it's more $ for them which means bigger budgets and higher salaries).
Including commercial properties that you and your family owns.
Or have fun trying to sell your condo in Hoboken/Jersey City/Weehawken if it has a speck of vinyl chloride underneath it, or spending your life savings trying to clean up a small pool of the stuff.

The problem is water resevoirs and farm land. A raindrop of the stuff is thousands times the amount that even Osha allows.
NJ is home to the highest concentration of superfund sites of any state in the country. You probably have a higher risk just being in NJ regardless of a spill 400 miles away.
If you are that sensitive to these matters you shouldn't be in NJ considering the history of pollution annd dumping here. Here are plenty of hazardous sites dotting throughout the state not counting the superfunds.
Can't help but wonder if this rain coming down today has vinyl chloride in it from the disaster in Ohio. Saw some of the maps from yesterday showing the it was just above the state border in New York and Connecticut.
I share your concerns and really feel for you folks having to deal with this in close proximity. I'd be furious if I lived in the area. Maybe not for very long, though, since my blood pressure and heart rate (afib) would be off the charts.

Vinyl chloride monomer is a gas at atmospheric pressure, so you're not going to get a "raindrop of the stuff". Solubility is 2.7 grams per liter, so a big raindrop with 0.3ml of water might contain 0.8mcg if it traveled through a cloud of the stuff. The OSHA limit is 1ppm for 8 hours, which isn't even the same unit. Most of the monomer was burned at the site, and furthermore it degrades in the atmosphere with a half-life of 1.5 days.
Lots of toxic things to worry about in NJ -- aromatic compounds, hexavalent chromium, and even vinyl chloride from local sources. Not this, though.
Was worried about this. Many of them said, the compounds disintegrate in that time. Others said, no we are ****ed as the cloud carried the chemicals.
So any reports come in? And indications of contamination? Any scientific data?
Unless specific compounds are mentioned, the elements to which they degrade, and the toxicity of each new state and its potential reaction with other compounds to which it contacts... we are being conned.
A harmless chemical or drug can breakdown to be efficacious or toxic. Works in reverse as well. To better understand, drugs for example, have other drugs and foods with which they are incompatible due to chemical reaction. Same theory with the toxins being transported. Think TRASNSFORMERS! The toys kids play with. morphs from a car to a superhero or villian.
Covid debacle revealed how the government corrupts science to support and protect their political agenda. Long history of mistrust and this trainwreck adds to it.
