This one of the benefits we have in SC. We don't have inspections. But I am for inspections when your new car is at least five years old and maybe every three to five years. MD has it either when you buy a car or sell the car. I can't remember which one it is. I am glad that I left VA where it is every year and smog every two years.

Driving a car with invalid license plate, no inspection, no insurance. He may want to fix that before he gets pulled over or has an accident.
