If you don't pass your information on, you're making it even less likely they'll care. I wouldn't spin my wheels trying to second guess what they might or might not need or want. Leave that up to them.

I can imagine a couple of options:

Call the non-emergency line for the city police dept. If no one picks up, leave a message: time & location as far as you can determine (nearest exit or cross street), hit & run car description, plates, and contact info for you. If you happened to call the wrong precinct, I'm sure they can forward the information on where it belongs. Again, let THEM determine that. Maybe they don't need your info, maybe they do. The city police department probably has a website. It may provide a portal for reporting a crime.
