That's Drew Stanton, a 2nd round pick out of Michigan State back in 2007. The kid has quite a bit of talent and could develop into a solid quarterback.

It wouldn't surprise me to see him develop into a solid player in Detroit and (provided Stafford pans out) is traded to a team desperately needing a QB to build around, much like the Falcons did when they traded Matt Schaub to the Texans a few years ago.

Brady Quinn has the potential to be an upper echelon NFL quarterback.

No he does not, Brady Quinn is a product of the overhyped Notre Dame/NBC media machine. A pretty decent QB he is, an upper echelon QB he is not. He has horrible arm strength throwing the ball for someone who almost set a record at the NFL combine for bench press reps, and his pocket presence and accuracy are even worse. Add that to the fact that he wont have any Donte Stallworth this year, and Braylon Edwards just plain can't catch worth a damn. In the right system Brady Quinn could be an above average QB, but that system is not the Cleveland Browns. But a top tier QB he will never be

Quinn will be an above average QB in the next year or so, provided he continues on the same track he is now, and top tier is most certainly in reach. Also it's worth noting that the Browns offensive coordinator is Brian Daboll, a guy who worked with Josh McDaniels (the guy responsible for Brady and Cassel's success) in New England and is regarded as one of the "up and comers" in the NFL coaching circle.
