Sounds terrible, but I'd just keep walking. Unless I knew someone who had worked there or something, I probably wouldn't even report to the business that I had seen the packages. I just wouldn't want to be in the middle of that.
A really long time ago, I worked upstairs in a business office where UPS left a big package outside one of the doors down the hallway. I didn't know if we should take it inside or what. My boss said no - whatever was inside, he'd rather not be responsible. I thought that was mean but I respected it, since it was his (my boss's) office, not mine, and I didn't know anything about the other business down the hall. It wasn't my call to make.
Literally months later this guy called our office asking where his package was. I think it was maybe two months later or something? He said he had had a package waiting and wondered if we had taken it into our office for safekeeping. In confusion I told him, no, and then I realized he was talking about that box that was just always in the hallway. He yelled at me, "You mean you just LET someone take my package? There was a COMPUTER inside!!!"
I went to my boss. My boss said he obviously got our number out of the book or a business card or something (this was in the mid-90s) and he must be calling all the offices, so "don't feel bad." I did anyway, but I also was glad I didn't take the package inside after all, or take responsibility for it, since this guy had obviously just expected someone else to handle this for him, I mean he knew he ordered the package, he knew where he sent it, he knew it was sitting there but he never did anything about it...and what if it was damaged inside or something when he opened it? He could as easily have said we must have done it.
It was a mess and it was weird, and at home I take misdelivered packages to my neighbors (this happened a lot over the holidays)...I just walk them down. But a total stranger...boxes sitting outside like you described...I wouldn't touch.
Long way to tell a dumb story, LOL. But that's what happened and that's what I would (rather, wouldn't) do in this case. I mean okay, this was what...25+ years ago, and times have changed, but actually you could be MORE in it today since everyone has a Ring, a camera, a something recording you standing there over these boxes and taking them somewhere, even if it's for safekeeping or whatever your motive might be. And I'm just paranoid about reporting...I wouldn't want to be involved...that's their responsibility...if they want to make a claim they'll be much better off.
The Doritos are now in our living room and the boxes and plastic sheets are in front of the house for the trashmen.
So, in the end someone (either you or someone in your family) did take possession of property belonging to someone else without that person's consent. That's the definition of theft.
I just took a little walk and noticed two packages from Amazon were left on the doorstep of an Amazon warehouse that has been empty for months. The building is unoccupied. I moved the packages to the side so that they can't really be noticed from the street.
I know the right thing to do is leave them alone, but there's a side of me that wants to know what's in those boxes. I doubt anybody will be looking for them, but I also don't want someone just walking around to take them.
Be honest, what would you do?
I would call the police and report them, and then go on with my business.

Seems like a mean thing to say but maybe you should know.
