I downloaded their spreadsheet files and added a column that computed rapes per 100,000 using the population values the FBI included in those files. Some example computed stats for 2017:
There is sometimes a wide variation reported each year - though the range for most municipalities seems to be 30 +/- 10. Some municipalities are very low; e.g.:
The FBI has this note, which indicate recent numbers are using a different definition than in the past (the FBI relies on local law enforcement to volunteer their numbers):

In 2013, the FBI’s UCR Program initiated the collection of rape data under a revised definition within the Summary Based Reporting System. The term “forcible” was removed from the offense name, and the definition was changed to “penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.” In 2016, the FBI Director approved the recommendation to discontinue the reporting of rape data using the UCR legacy definition beginning in 2017. Therefore, rape figures, and violent crime, which rape is a part, will not be published in this table for agencies submitting rape using the UCR legacy rape definition for either or both years.
Last but possibly most important:
According to the police, the rape victim often knows the rapist. E.g. Friend, relative, business associate.
Have you ever considered the fact that when crimes are committed here that they are actually RECORDED and MADE PUBLIC? Could you imagine what occurs in New York City or Newark and having it actually recorded just on a daily basis? In the slums of cities like this you very often can't get anyone to say what they saw for fear of repercussions. Here, any crime, big or small, gets reported as a statistic and the perpetrator seldom gets away with it. Viola, instant crime statistics.
You want a percentage? Here's one to look up for those who don't have a clue and live in a bubble. The success RATE of arrests and convictions for EVERY crime, big or small, that law enforcement in Sioux Falls has versus the safe utopia's of New York City, New Jersey, and the rest of that area.
There's only a few small areas in Sioux Falls that I wouldn't feel perfectly comfortable going for a nightly walk in. Can you say that in New York City or a large part of New Jersey?

Great! Well this is a foodie town so there are lots of great restaurants. May I ask where you husband will work? I can point you to nice places near his work.

He will be working in the Sioux Falls area. We wanted to maybe go to a very fancy place downtown.Any suggestions?

Well downtown has alot of places. Is he actually working downtown or is he on the west side or east side? There's 300 restaurants so if you can narrow it down to a street or avenue at least that would help me give you a recommendation.
Minerva's is a good choice in the downtown area. Another one, especially if you like steak, is CJ Callaway's. It's not downtown however, but is on the south end of town by Prairie Green Golf Club.
