Yes, I imagine it was, although I don't think we were alone in it. But you're right...it certainly wasn't a district policy...and should have been.
I had trouble getting started in my teaching career due to budget cutbacks in two schools (one with a satisfactory principal, the other with a failure of a principal), and the opening of a new school to take the load off an old school that was overcrowded (with a satisfactory principal). And then, in school number 5 I hit the jackpot -- a stable school led by a superb principal. At that school I became the head of the Faculty Advisory Council to the principal for many years, and one year when we were searching for a solution to a problem, we needed a teacher to take up the reigns and navigate the plan we had come up with. I suggested we draft a particular teacher to take on the responsibility, and Luke, the principal, said, "Hey, Vince, did you ever notice how often in this school we turn to Emily? Emily overloads herself, and we unthinkingly overload her even more. We need to look for someone else for this task". He was right, and it was a wonderful lesson for me to look at humans as a resource we shouldn't overload and break their backs.
