The proposal has all the making of the worst utopian vision failures. Reminds me of Peter Thiel's floating city. BTW, whatever happened to that?
Someone should encourage using the proposed funding to restore infrastructure in under invested areas where people already live rather than destroy an ecosystem no matter how little they 'value' it.
Unless, of course, he's proposing a test of putting societies most maladjusted uncivilized into one place to see if a so-called perfectly designed city will somehow make them responsible accountable citizens of a collective.
Have they come up with a way to squeeze water out of rocks or sand? If not, they may as well claim that their town will be paved with streets of gold. We are suffering from a very bad drought pretty much all across the Western U.S. I hope any potential investors will exercise due diligence before losing a huge pile of money. Maybe they could sell lots to the Saudi's?

As cynical as this view is, I'm afraid you're right. Utopian visions have rarely succeeded.
