My hunch is that some resources should be allocated to research and development of underwater settlements along coasts, certainly not in the desert and perhaps even before outer space.

It's the backstory of a lot of dystopic scifi movies. All the rich move to the really fancy utopian city.

Retrofitting existing cities to have the purported benefits oultined in his manifesto would make a lot more sense, but that wouldn't exactly fulfill this guy's need for a vanity project of dystopian proportions, now, would it?

Parts of deserted (speaking of "deserts") Detroit come to mind. Plenty of water, too. Why start over?
