In a way, yes. New York and Chicago (with the notable exception of the Dan Ryan) generally do not have the
massive ten and twelve lane freeways that you'll get in LA. Also, far more people take public transportation, especially in New York. But the highways are older, and there's not as many of them. There's also probably more congestion on local streets in NYC and Chicago. It once took me forty-five minutes to go four blocks by the Canal Street entrance to the Holland Tunnel - and it's like that over there pretty much every day.
Now I would never argue that these cities should build more highways - public transit remains the key. Quite frankly, I don't think traffic jams are ever going anywhere, they're just a part of life in big cities, and that's that. But even though LA continually ranks as having the worst traffic, I don't think the difference between it and New York or Chicago is particularly noticeable.
