Employees are escorted out of the building so they can then turn over their company ID badge to the person who escorted them out.

You can get their ID at the termination meeting. IMO HR is there when hired, should be there when your fired.

I agree to some extent, but maybe one time they had to deal with someone who become belligerent, and so they are cautious now.

It could also be the security policy - technically, once you are fired, you are no longer an "employee" and therefore are not authorized to be in the building (since only employees and approved visitors are allowed).
