- Labeling
21 CFR, Part 101.4(a) - The following observations were made with regards to the finished product labeling for popped popcorn: 1) The ingredients statement fails to declare the presence of FD & C certified food colors Yellow #5 & #6 lake. The certified food colors are a sub-ingredient of a salt product used to make popcorn. 2) The ingredient of tricalcium phosphate is omitted from the finished product ingredient listing. Tricalcium phosphate is a sub-ingredient of a white salt that is used to make popped popcorn. Issues related to undeclared certified food colors was identified during a previous routine inspection conducted on June 8, 2011. Photographs of the finished product label and ingredient labels of other ingredients comprising the finished product were taken.
- Failure to clean - general
Failure to clean food-contact surfaces and utensils as frequently as necessary to protect against contamination of food. Specifically, I observed an accumulation of food residue in the seam area of the popcorn dump table. I also observed an accumulation of oil and food residue that remained in the popcorn cooking kettle and on the surfaces of a red plastic scoop used to bag popped popcorn. Management explained the popcorn was last made on July 12, 2015. Additionally, through discussion with management it was determined that the stainless steel table and metal racks used for bagging block ice is not cleaned and sanitized between each use. Management explained that this direct food contact surface is typically rinsed with water, but is not always sanitized. No records related to cleaning and sanitizing of the food contact surfaces mentioned above are maintained. Photos of the popcorn kettle, dump table, plastic scoop, and block ice packaging table were taken.
- Buildings/sanitary
Failure to maintain buildings, fixtures, or other physical facilities in a sanitary condition. Specifically, I observed a large amount of ice spillage and accumulation on the floor in the ice raking bin room. Photographs of ice accumulation and conditions were taken.
- Food-contact - corrosion resistant
Lack of corrosion-resistant food contact surfaces. Specifically, I observed rusted metal brackets and mounting hardware in the interior of ice makers #3 and #4. I observed rust-like sediment on the bottom of the water return reservoir in ice maker #4. Water that enters the return reservoir is recirculated to flow over the ice making plates. Additionally, I observed a rusted screw auger on the volumetric bagger equipment. The screw auger on this piece of equipment is a direct food contact surface. Photographs of the rusted screw auger were taken.
- Storage requirements
Failure to properly store toxic pesticide chemicals in a manner that protects against contamination of food-contact surfaces. Specifically, I observed an aresol can of Spectracide brand Wasp and Hornet Killer spray sitting on top of block ice maker #6. Block ice maker #6 was not in use at the time of this inspection
