HACCP: Discussed continued routine pest control operations.  Ensure that routine treatments are being done to all areas and equipment as needed. Orkin is the pest control operator..

  • Non-food contact surfaces designed, constructed, maintained, installed, located.
    Storage racks with the large metal bins are heavily rusted.
    Repair, resurface or replace the racks.
    Multi-use equipment and utensils shall be made and repaired with safe, non-toxic materials, including finishing materials that is corrosion resistant, non-absorbent, smooth, easily cleanable, and durable under conditions of normal use.
  • Food contact surfaces of equipment and utensils clean
    The meat slicer blade was found to be soiled.
    Remove all components of the slicer and clean and sanitize routinely.
    The food-contact surfaces of all cooking equipment shall be kept free of encrusted grease deposits and other accumulated soil.
  • Storage/handling of clean equipment, utensils
    The interior of the drawer next to the coffee preparation area is soiled.
    Clean the drawer routinely and maintain clean.
    Cleaned and sanitized equipment and utensils shall be handled in a way that protects them from contamination.
  • Floors properly constructed, clean, drained
    The floors under the fryers as well as under the Hobart ovens are heavily soiled and greasy.  Floor sinks are soiled throughout.
    Clean all floors and floor sinks/drains routinely.
    Floors, floor coverings, mats, and duckboard shall be maintained clean.

A complaint was received by two young men regarding the conditions in the kitchen at the jail. One of the two men said he was a trustee and saw cockroaches and a rat in the kitchen. It was also stated that they were served expired chips and moldy bread.  A site investigation was done in conjunction with the complaint investigation. It was noted that there was a bread delivery with fresh bread in the receiving area from Alpha Bakery. There was no moldy bread located. According to Cynthia C., the complaints in regards to bread mold may be the way the bread is baked/packaged, however, there was no moldy bread found during this investigation.  

The pest control operator is Orkin who treats and sprays, they were last here last week(4/1/14). Maintenance keeps records of the treatments. The food carts are broken down every Sunday and taken completely apart, as there had been past issues with foods being hidden and stored in various locations for themselves(inmates) or to attract pests, these practices, for the most part, have been curtailed.  There was no evidence of rats, rat droppings or and other rodents.  There was one single juvenile roach found in F cart 3.  This cart was dismantled and cleaned and sanitized. Did discuss to continue to clean the carts and potentially increase the number of times a week the carts are completely dismantled and cleaned.

Continue to ensure that routine pest control operations are maintained, continue to monitor and treat for pests and work with the maintenance staff to seal any cracks or other damaged areas to minimize areas where pests may reside. Continue to ensure that all locations are cleaned and routinely sanitized.  Maintenance did provide this Department with a copy of the invoice from Orkin to ensure that routine pest control and management are maintained, services were done 1/16/14, 2/7/14, 3/5/14 and 4/1/14.  Ensure that they continue to monitor and maintain pest control and provide this Department with future invoices to be faxed to (309) 679-6174..  This complaint can be closed.
  • Critical: Presence of insects/rodents. Animals prohibited
    A single juvenile roach was found in food cart F3.
    The roach was killed and the cart was dismantled and cleaned and sanitized.
    Continue with pest control operations and ensure that continued weekly dismantling and cleaning is done. It may be necessary to dismantle twice a week to continue to minimize presence of pests.
    Effective measures to minimize the presence of rodents and flies, roaches, and other insects on the premises shall be utilized.
  • Floors properly constructed, clean, drained
    Floors under equpimnet are soiled. Various floor tiles cracking or in disrepair.
    Repair all flooring and maintain clean and in good repair to minimize areas where pests may reside.
    Floors and floor coverings of all food preparation, food storage, and utensil-washing areas, and the floors of all walk-in refrigerating units, dressing rooms, locker rooms, toilet rooms and vestibules shall be maintained in good repair.
    Floors, floor coverings, mats, and duckboard shall be maintained clean.

    1) The fan cover in the walk in coolers are soiled. 2) Cracks were found on the wall in the mop room, rest room, by the exhaust hoods. 3) Baffles above the ovens are soiled.
    Clean all walls and baffles routinely. Repair the walls and seal/caulk or otherwise repair to minimize areas where pests may reside.
    Walls and ceilings, including doors, windows, and similar enclosures shall be maintained in good repair.

HACCP: Discussed proper date marking of foods when they are taken out of the freezer. Place the date and time that the foods are cooked/cooled. The food containers must also have the date the foods were placed in the freezer. The date must also be placed on the day the foods are taken out of the freezer. Foods shall not be held for longer than 7 total days, with day 1 of preparation being counted as day 1.  Provided Date Marking HACCP bulletin.

    Pork Rolls were thawing on counter at room temperature. Thaw potentially hazardous foods in refrigeration unit or under running water.
    Potentially hazardous foods shall be properly thawed by one of the following methods: in refrigerated units, under potable running water that is less than 70F, in a microwave, or as part of the conventional cooking process. Corrected, placed in walk in cooler.
  • Plumbing installed and maintained
    Men's room bathroom was not properly flushing. Handle has to be manipulated a certain way in order to get toilette to properly flush. Fix plumbing so toilette flushes properly.
    Plumbing shall be sized, installed, and maintained in accordance with applicable provisions of the Illinois State Plumbing Code.
  • Floors properly constructed, clean, drained
    Floor drains throughout kitchen were soiled as were floor corners in dish washer room. Ensure they are cleaned as often as needed to maintain clean and remove possible food source for pests.
    Floors, floor coverings, mats, and duckboards shall be maintained clean.

Received a complaint that food was cold. Inspected facility, spoke to staff who explained the process of preparing and serving food. Food is cooked to proper temperatures (temperatures logs are kept) then placed in the warmers. Warmer temperatures are set to 150 F and food may remain up to a maximum of 45 min in the warmer before food is transferred in warming carts to transport and distributed to inmates. The transportation and serving of the food may last a maximum of 1 hour. Employee explained the possibility of fuses going out in transportation warming carts and when that happens, maintenance is called to replace fuse immediately. If fuse does go out, and assuming the food is cooked to proper temperatures as temperature logs illustrate, food will not spend more than 4 hours in the temperature danger zone (42-134 F) rendering safe to eat. Recommend to close complaint as food safety issues were not observed.
No violation noted during this evaluation.
7/24/2013Complaint Investigation
Inspected Peoria County Jail stemming from a complaint investigation of maggots found in hot dog meal at Peoria Co. Juvenile Detention Center. After inspecting Juvenile Detention Center, proceeded to investigate source of trays and food provided from the Peoria Co. Jail Kitchen. Spoke to manager, She had been informed of complaint at Juv. Detention  Center. She stated insect larva or food infested was never provided to her for further investigation. Hot Dogs are frozen, steamed and transported to Juv. Detention center. No evidence of possible insect larva was observed. In Hot Dog Storage, Perpetration or transportation including tray storage locations. Recommend to close as no evidence of insect larva is present.
No violation noted during this evaluation.
