Operator was observed scooping the water manually and discharging outside into the city drainage system. Observed trough flooding above floor level when a half of one compartment sink is drained. Observed drain below three compartment sink backed up also. The establishment is open and selling food to the public during inspection.

- Interference/obstruction with the inspector's right of entry and access at any reasonable time. Operator has been belligerent and cursing the inspectors. Operator refused to let inspectors fill three compartment sink to observe drainage. Kissimmee Police Department called to assist inspection.
