I find this strange since it was a federal magistrate who released the suspect to a halfway house.

Don't federal judges have a reputation for being a bit tougher?

No. Not really...

Laura N. Fashing is a federal magistrate judge for the United States District Court for the District of New Mexico. She was appointed to this position on September 1, 2015, and her current term will expire on August 31, 2023.

Well, Albuquerque ranks #1 in the nation for stolen cars, so no suprise that the police don't follow up with it in a timely manner.

They already are going down. Auto theft is down 39 percent from 2017. In fact, most every kind of crime is down in the city.
