$1500 Fine for leaving your car unattended (engine, driver, gas, speeding)

I was getting gas the other day and I started into the store to get a soda when the attendant told me that the local fire chief had been around lately passing out $1500 fines for people who leave their cars with the pump running.
Has anyone ever heard of this? I've been leaving my car with the pump running for as long as I've been able to use self-service gas stations, probably thirty years or more, and I've never seen or heard of it before. I can imagine a theoretical justification, but it's really unheard of in my experience.
Why would you walk away from the gas pump while filling up? What if the auto-shutoff malfunctioned? Or someone grabbed the nozzle, put in their car and had a fillup on you?

Having witnessed the aftermath of a gas station explosion (about 5 minutes after the actual explosion) caused by either a running engine or a cigarette smoker, I can appreciate this approach. Too bad it is not more widespread.
The death of three plus numerous innocents injured, not to mention the huge property damage, is just not worth the risk.
Also, it only takes seconds for a Bad Guy to jump in and run.
To me... I have never seen a gas station explosion for just "leaving the pump running"... I don't leave the engine running or smoke... so to me... its just a sign of the recession... they are probably looking to "get" more money out of taxpayers... same thing with speeding tickets, its a revenue generator ... they masquerade it as "safety" but the majority of these tickets are revenue from their shrinking budgets...

But this has nothing to do with leaving the car while fueling.
Most big fires at gas stations come from people who smoke while pumping gas or who panic and pull the nozzle from their car when the cut off fails, flinging gas everywhere. In both cases, everyone would be safer if the driver wasn't around their car!

yeah I saw a video where a spark ingnites the gas and the the guy pulls the nozzle out and it like a flame thrower throwing gas and fire all over the station
