Another aspect to consider is the Mohawk/Kanien'kehà :ka/Akwesasne presence on both sides of the border. While the portions of the territory in Quebec, Ontario and NY are known by different names, they view it as one territory. That is how the Salmon River School District on the NY side can have a 64% Native American student enrollment.
I suspect Montreal is most connected to New York, while the rest of the province gravitates towards upper New England, probably Maine being the strongest connection.
The thread title specifies Quebec as a whole rather than just Montreal, so Maine wins.
Montreal is half of Quebec in population, and significantly more so economically, so it’s not that cut and dry.

My thoughts exactly in terms of where the population is largely concentrated in Quebec and as mentioned before, you can find quite a few Quebec plates in various parts of Upstate NY. I actually saw a car on the highway with Quebec plates yesterday.

Not sure but it would seem logical.
Montreal is right by the border with New York and a hop, skip and a jump from Vermont as well. So, Montreal is easy. But meanwhile Quebec City is further north and Maine looks closer to that city.
Having said that, there is really only one or two good roads that connects Maine and Quebec! And they are only lane wide in each direction. Honestly, there doesn't look like there is much everyday connections from Quebec to Maine as there is from Quebec to New York and Vermont with their modern Interstate connections. US route 201 connects Quebec City to Maine (eventually reaching Waterville) but it is a long and sparsely populated route.

Quebecers consider the frigid waters at Old Orchard Beach warm. As a native New Englander, I don't swim in the waters north of Cape Cod. Southeastern New England water temps are much higher as they benefit from being closer to the Gulf Stream.
Montreal and much of the population of the province, then it's New York.
