Food deserts
Food deserts are where no supermarkets operate in areas lacking them. Cowpens and Pacolet are two towns that have been without supermarkets for four years with the closing of Piggly Wiggly. These locations were previously occupied by a defunct local chain, Community Cash.
Dollar General replaced its Cowpens store with a Dollar General Market store in the former Piggly Wiggly. This store features an expanded grocery section with some meats and produce.
Downtown Spartanburg has also seen a transition to a food desert after the closing of Bi-Lo store 197 (601 John B. White, Sr. Boulevard, Spartanburg, SC 29306-4172) and Ingle's Markets store 48 in Village Shopping Center (now demolished) a block away toward town many years before. Save-A-Lot, a hard discount grocer, opened on South Church Street on the site of a former Community Cash.

I think you mixed up Pacolet and Cowpens, as the market store opened in the former Piggly Wiggly Pacolet location in 2012. Pacolet also had an independent grocer which closed in 2013, after 90 years in business, so there was never a complete lack of stores.

I attempted to edit the correction into the original post. Both Piggly Wiggly stores in Cowpens and Pacolet closed around autumn 2010. Dollar General in Pacolet relocated into the former Piggly Wiggly and opened as Dollar General Market.
The former Piggly Wiggly and Rite Aid on Battleground Road (South Carolina 110) remain vacant.
The independent grocer I think you are referring to is Coleman's, located at 110 West Main Street, Pacolet, SC 29372-2233 and South Carolina 150. Though it was not up to par with Bi-Lo, Ingle's and Publix, it did provide the convenience of grocery to Pacolet and the immediate area.

The Shopping Center Group is selling a tract of 4.67 acres, "Bi-Lo Excess Land #465", at the corner of Old Georgia Road and East Blackstock Road in Roebuck.
I do not know if Bi-Lo considered plans for opening a store in Roebuck. Five acres would be small for a new supermarket of 45,000 square feet with ample parking. I think it may have been used for a Bi-Lo On the Go/Golden Gallon store, a convenience store/gas station concept Bi-Lo briefly had around the early 2000's.
Walmart Neighborhood Market #3798, 7093 South Pine Street, Pacolet, South Carolina 29372-2246
Walmart Neighborhood Market #3798, located at 7093 South Pine Street, Pacolet, South Carolina 29372-2246, has opened for business. It is the first Walmart Neighborhood Market to open in Spartanburg County.
Walmart Neighborhood Market #3798 was initially to be a Walmart Express store, a cross between a dollar store, a drugstore and a convenience store. Walmart Express was folded into Walmart Neightborhood Market in September.
At 11,000 square feet, the store features grocery and a pharmacy. It lacks full service bakery, delicatessen, meat and produce departments.

Aldi, 168 Farm Lake Road, Boiling Springs, South Carolina 29316-6401
Aldi is coming to Boiling Springs. It will open a 17,000 square feet store with 87 parking spaces on a 2.58 acre site at 168 Farm Lake Road, Boiling Springs, SC 29316-6401. It will have two access points from Boiling Springs Road and one access point from Farm Lake Road.

Flashback to 1987: Harris Teeter and Piggly Wiggly Enter Spartanburg, South Carolina Market
Twenty-eight years ago, two supermarket chains entered the Spartanburg market: Harris Teeter and Piggly Wiggly. An article I discovered, "Three New Grocers Stir Local Market" in the Spartanburg Herald-Journal, prompted a flashback.
Harris Teeter:
Harris Teeter's first store in both the Spartanburg market and the upstate South Carolina region was Converse Plaza, 1200 East Main Street, Spartanburg, South Carolina 29307-1711. The second store, Oak Grove Plaza, 2660 Reidville Road, Spartanburg, South Carolina 29301-3512, opened in July 1993. Harris Teeter divested its two Spartanburg stores among other assets to Bi-Lo in 2001.
The Oak Grove Plaza store closed immediately and had short stints as Surplus Warehouse and Bateman's Seasonal Consignment.
The Converse Plaza store remained opened briefly as Food$mart, Bi-Lo's discount supermarket. It is now Planet Fitness #257.
Piggly Wiggly:
Piggly Wiggly Carolina Company opened two stores: Camelot Center, 1600 John B. White Sr. Boulevard, Spartanburg, South Carolina 29301-4407; and Seven Oaks Shopping Center on Chesnee Highway. Piggly Wiggly Carolina closed both stores and exited the Spartanburg market in 1995.

Although it was not in the Spartanburg market, a mention was made about Welcome, a subsidiary of Kroger, recently opening its store in March 1987 at 20 Haywood Road, Greenville, South Carolina 29607-3430. The 90,000 square feet store, featuring food and pharmacy, is now occupied by Burlington Coat Factory and Surplus Warehouse.
