A similar thing could be said about DC or NYC. It's not specific to LA or California, though the balmy weather contributes to fashion choices that, ahem, have a tendency of accentuating the human form...
I thought about moving there in the early 2000s. I was warned about people being attractive.

Does the answer above apply to the men there as well?

As a man, I'm not well-suited to making aesthetic judgments about other men, but in general, the concept of fitness, holds for both genders. Young people tend be attractive in all societies and cultures, but in some, the prevailing idea seems to be, that after a certain age, or perhaps after securing a spouse, one lets oneself go. This was very much the case in the small-town Midwest, in my experience. In the larger cities, this isn't so, or at least, isn't as much.

There is also a reversal in the traditional rural vs. urban distinction, in fitness and thinness and so on. Traditionally, the country-people worked the land, and consequently were thin and vigorous. The city-people were clerks etc., and so, tended towards corpulence and vitiation. Now with automatic agricultural machines, the rural folk have less reason to be fit; between that, and the walking-culture and gym-culture among the urban professionals, there is a reversal of the traditional rural-urban divide.

None of the above is unique to Los Angeles, or to the US. One presumably finds much the same, in Berlin vs. rural Germany. The difference is LA's balmy climate, which not only encourages flimsy dress, but the impetus to show off one's figure.

People say Los Angeles offers the option that people can surf and ski and the same day but they never do . The water is too cold in the winter to go in without a wetsuit if you don't you might get hypothermia.

People rarely actually do that because a lot of driving would be involved, and you're correct that you need a wetsuit in the winter (and for much of the rest of the year for that matter. I used to have a wetsuit and it was amazing; I only left it off in the dead of summer). It's more about the thought that you CAN do it. Or that you can, more realistically, go skiing over the weekend and still be on dawn patrol at the beach on Monday morning. Considering there are vast areas of the country where you can't do one or the other, much less both, without taking a plane or a long road trip, it's a draw to Southern California for us outdoorsy types.

When people say they can go to the Beach,it doesn't always necessarily mean they are going to Swim, but rather they go to Sunbathe,Picnic,Fly A Kite,Throw Frisbees,Go for Walks/Runs,Volleyball,Ride Bikes,Rollerblade,Build Sand Castles,Play with your Kids or Pets,or to just Relax to Read a Book,Watch the Sunsets/Sunrise,Etc.

Remember a Los Angeles Winter is still mild with sunshine most of the time,so the beach can still be enjoyed, and when the temperatures become too warm or hot, then a dip in the ocean is very refreshing just to cool down

California's Outdoors,Scenery,Climate is very therapeutic for a lot of people

If youre into the big city thing LA can provide big city amenities like dining bars, nightclubs ,sporting events, concerts, art museums etc. LA also has beaches which are pretty good there sometimes really polluted from storm runoff which is a shame but only during the winter season mostly. LA has mountains surrounding the basin which gives its Mediterranean climate. Other mountains such Sierra Nevada are only a hour and half to two hour drive away. Southern California is not just LA its a large area that offers many different lifestyles.
