My water bill runs @ $25/month. However, when I water my yard (which is rarely), the bill can be as high as $200 because Harris County TX charges a sewer rate on all water used and that represents 1/2 of the water bill.
By "1/2 of the bill" do you mean that the sewer and water rates are the same, or that the sewer rate is 1/2 of the water rate?
It's pretty common for areas with a municipal wastewater system to charge for sewer service based on water usage, but typically the sewer rate is much less than the water rate. I think our rates are $10-something per thousand for water and $4-something per thousand for sewer.
Me and my girlfriend live in a one bedroom apt and couple of months ago we we're paying 25.-27. a month on water, Now it jumped to 45. Our usage of is just as normal as couple of months ago.
I used to pay upwards of $150-$250/mo for water in my old house in Phoenix. That's what happens when you have a giant grass yard in a community where the HOA requires you to keep up your grass in a hot, dry climate that's not exactly ideal for growing grass year round! Ugh. One big reason why when I moved I bought a townhome instead.

Its included in your HOA? Weird. Im sure youre paying far more than youre using, theyre prob charging you a $30 "convenience fee."

I've owned a condo and a townhouse and the water was included in the HOA. It's not separately metered for each unit.
Read an article about letting the lawn get brown, instead of watering it to make it stay green. Brown is just grass going into dormancy. It's a normal way for the grass to deal with heat and dry weather. I remember the article said you either commit to regularly watering, or just don't do it. Otherwise, the grass will go in and out of dormancy and it's less healthy (more stress).
I live in a suburb of Orlando in a 1900 sq ft SFH on a small lot. Water runs me about $10 or $11 a month, but irrigation water runs me about $45 a month. (We're not allowed to let our lawns turn brown and die in my development.)
Then there's sewer, which is another $25 a month, and then there's stormwater, which costs $7 a month. (I'm paying for stormwater? Doesn't God send that for free?)
