Yes, I did do a project in college. It was actually a GIS project. I was mapping which states had the fastest growing Black populations. At the time, I didn't take into account immigration or refugees. Faux pas on my part. I'm surprised I got a good grade. This was back in 2010/2011.
I understand that a large percentage of American Blacks living in some western states are in the military. This is indeed to the case for Idaho, especially Mountain Home. This is the case for Wyoming (specifically Cheyenne, where Warren AFB is located). One of the Blackest cities in Arizona is Sierra Vista. As a teenager, I printed a map of the USA showing the U.S. counties by Black population. Cochise County stuck out. I expected Maricopa and Pima counties (Phoenix and Tucson, respectively) to have the highest percentage of Blacks in Arizona. Instead, it was Cochise County, where Sierra Vista is located. Fort Huachuca is located there.
I suspect there could have been some Black Californians moving to Idaho. I know that many Black Californians have gone to Nevada and Arizona. However, given that Blacks are barely 1% of Idaho's population even now, it leaves some questions. About 28% of Boise's Black population was born in another country.
The military does account for the relatively large Black population around Mountain Home. The railroad jobs, might account for Pocatello. However, Boise is the largest city in Idaho. The Boise-Meridian-Nampa area is where the majority of new residents move to. I know about Ellsworth AFB. It certainly plays a role for Rapid City's Black population. I also consider that the largest share of South Dakota's population is in Sioux Falls. I looked up some statistics from city-data. A majority of Sioux Falls' Black population is foreign-born.
North Dakota has seen a boom in population because of the energy boom. Williston's rapid rise in its Black population might be due to the Bakken oil boom. However, the vast majority of it is foreign-born, per city-data sources. Minot does have Minot AFB, which is a factor for Minot's Black population (the majority of Minot's Black population is American born, but born in another state). Fargo, Grand Forks, the majority of Blacks living in the aforementioned cities are foreign-born.
I've checked Portland,ME. 68% of Portland, Maine's Black population is foreign-born. Lewiston is similar to Portland in the majority of its Black population being foreign-born. Bangor has an Air National Guard Base. Today, Blacks are 2.3% of Bangor's population, and 38% of the Black population is foreign-born.
Loring AFB closed many years ago. It was near Caribou. Caribou's population has been in increased decline ever since. According to city-data, about 139 Blacks live in Caribou, up from 24 in 2000. 62% are American-born, but from another state. 38% are foreign-born. https://www.city-data.com/races/race...bou-Maine.html
I think about this because when I think about where Black people are moving to, I think of American Blacks. Being an American Black person, I think about it because it makes me wonder which places are being avoided by Black Americans and which are being moved to. It's obvious the South (specifically Georgia, North Carolina, and Virginia) are being moved to by many Black Americans. On the flip side, this is what I think. I don't think the South should be the only place Black Americans should be moving to. This is America, our country. All 50 states are as much ours as anyone else's.
As much as i agree with your sentiments, i think the general consensus after being here since 1776 is that Aframs still feel more or less comfortable where they suitable. We are in all 50 states but just like other minority groups in this country, this is our preference region per say.
There's a CDP called "Four Square Mile" that straddles Denver and Aurora with a reported black population of 4,000+ but since it doesn't appear on Google Maps, I'm leaving it off my list.

What about Security-Widefield or Fountain near Colorado Springs or even Pueblo? I believe depending on the criteria used, those Colorado Springs area communities may make the top 5, as Fountain has about 3800 black people and Security-Widefield has a little over 5100 black people with inclusive numbers.

My source has Security Widefield with 2,976 black people (7.6%), Fountain with 2,633 (8.9%), and Pueblo with 2,931 (2.6%).
Those are not inclusive numbers, but the majority of this thread hasn't featured inclusive numbers so I'm trying to stay consistent.
Even if you count CDPs the answer will be the same, just b/c how much larger the Hampton Roads "city" are (since the city limit is equal to a county) in terms of population.

Zero surprises...some of the total are higher by the virtue of the CDP having more people (i.e. Columbia, Germantown, Silver Spring).
This is because Upper Marlboro, MD isn't ever accurately tallied up. Technically Upper Marlboro is everything from Largo, Kettering, Watkins Park, Brown Station, Westphalia, Marlton, Croom, Marlboro Village etc. That's at least 100-150k Black people maybe more. The actual town of "Upper Marlboro" counted on paper is just the jurisdiction surrounding the courthouse with a population of like 4000 people. All those places above have an Upper Marlboro address and basically everything with a 20772, 20773, 20774 zip code is considered Upper Marlboro.
