I basically said to promote Onondaga County and Syracuse as home to the Peacemaker who united the Iroquois on the shores of Onondaga Lake, the capital of the Iroquois in Onondaga Nation just south of Syracuse and the Iroquois was an inspiration to the US government.
Advertising the area highlighting our history and importance creates good concepts in people's minds. The more positive thoughts about the area in people's minds the more the universe can do to create prosperity in the Syracuse area.

Well, that is nice, but execution of plans is the key to economic growth and quality of life in the area. marketing helps, but having a plan for the future of the area is more important and to do so with the people here in mind.
Change building codes and zoning that allow developers to build self sufficient housing developments that allow homes like the earth ship featured in the above video.

This would make more sense in a more rural setting and the demand to build such housing at some scale has to be there.

The Syracuse area should focus on it's strengths which one is where the Iroquois headquarters is and was located. Meaning the pre European history of Upstate NY centers around Onondaga County.
Let's assume most out of state people think Saratoga Springs, Ithaca, suburban Rochester and suburban Albany are the most attractive places to live in Upstate NY.
The Syracuse area should study those places and find out what exactly attracts people to those areas over here and then come up with a plan to compete with them.
For example, make the city of Syracuse more like Ithaca. Make a suburb of Syracuse more like the southeastern suburbs of Rochester. Then have a plan to be even better than the competition. For example improve the public transportation better than those areas so there are clear advantages to living in the Syracuse area over the rest of Upstate NY other than the safety of natural disasters.
