Onondaga county should come up with a master plan for the county.
Then expand all sewer, water and infrastructure to all parts of the county that has future development planned.
Not only will this help with encouraging developers to build more affordable housing but also make the whole county shovel ready for businesses, manufacturing and jobs that could relocate here providing jobs and a tax base.
Instead of wasting money to give incentives to each individual project have the infrastructure be the incentive to attract businesses, jobs and developers. All developers are looking for shovel ready sites and communities who provide them will be able to attract the economic development projects much more successfully than those that don't provide shovel ready sites.
Onondaga county should give a pay raise by at least $3,000 a year to all town planning and development employees and town council employees who approve large scale development projects like a housing development larger than 300 units. Meaning each new large development approved by towns,the town employees who voted to approve it get a pay raise.
This will give the incentive for towns to stop listening to NIMBYs and start allowing development to allow for affordable housing and new job opportunities.
This will level the playing field so towns just aren't just listening to the anti growth population who are mostly self centered instead of thinking about the greater good of the region.

I think there is a master plan out there, but it has to be executed. Available, shovel ready land isn't the issue, but there has to be a plan to market such land to developers.
You also have to consider the NIMBY factor that may come into play in terms of affordable housing, as some may have a view of stereotypical public housing, instead of maybe condo/townhome housing or even patio homes at relatively affordable prices.
If Onondaga County wants to know where to spend it's money, I highly suggest more water treatment plants... especially for Skaneateles Lake water. Infrastructure expansion should come before the population boom and any threats from climate change.

A water treatment plant near Oneida Lake is expanding due to the amount of water Micron is slated to use on the facility. So, that is something that is already planned.
Planned communities around Dallas, TX are building these small beach lagoons with white sand that mimic an ocean shore resort.
Would places in the north like our area support something like this under glass like a greenhouse so it is naturally heated from the sun to make it warm? Maybe add a large screen with a video of a real beach on the backside of the lagoon. They could have a tropical forest with palm trees along side the lagoon.
If done right it could be another place to go during the winter to escape the cold.

There is also county parks like Oneida Shores on Oneida Lake and Jamesville Beach. You also have beaches on/near Lake Ontario in the area like Fair Haven, Sandy Pond and Selkirk Shores. Sylvan Beach on the far end of Oneida Lake is an old school beach town with an old amusement park, with Verona Beach right next to it. There are a few other more low key places too(beaches at Lakeland Park in Cazenovia, Green Lake in Tully and William Park in Cicero(may have been covered up though)). Can’t forget the one at Gillie Lake Park in Camillus as well. So, you have multiple places to choose from within the area/region.

Might be a good idea for Syracuse to make it easier for developers.
How? I ask, because that would mean that public transportation needs to improve and needs more investment, as well as having buildings and space that is still available for development. Syracuse just really needs to be a better version of itself, not similar to other cities that may not have the same dynamics.
