Operator was opening and individually packaging Costco brand muffins from the bulk packaging. There is no hand washing sink available to support such activities. Advised operator to discontinue this practice until the support equipment has been installed and an additional permit to operate and prepare foods is obtained from our department. (Corrected on-site) Voluntarily removed individually packaged muffins from sale.
