What do you mean? Many (there are exceptions of course) HOA's have maintenance requirements that individual unit owners need to abide by or they can be subject to fines or litigation. You don't think this is the case?

Typically Covenants (Deed Restrictions) and Bylaws take a majority of owners agreeing to changes. Usually 51% to change a Bylaw and 2/3rds to change a Covenants. In most cases Rules and Regulations can be made, and changed by the Board Of Directors alone. Where many BOD's get in trouble is they try to make Rule/Regulation that will override a Covenant or Bylaw. This they cannot do. One common error is trying to limit renters contrary to the Covenants.

If I had to guess, there was a ~$0 house on a $1.75m lot when it sold for $1.75m in 2019.

(Town of Wellesley seems to agree: https://wellesleyma.gov/DocumentCent...e-liner?bidId=)

It doesn't make sense to have a cheap house on an expensive lot.

This assessor data is recent and reflects the new home on the lot and current values. The land probably wasn't worth $1.7+ back in 2019. I know the original house on the lot looked like it needed a total interior reno but it still looked like a very nice house as it stood..it was a classic 1930's center entrance colonial with curved staircase.....it just needed a reno inside. So, why change the character of a neighborhood and build this mcmansion there instead? Just another one of those examples that supports developers are tearing down classic architecturally styled homes to create monstrosities that are changing the character of charming New England style neighborhoods.

People have to live somewhere. Braintree and Weymouth are more affordable than just about anywhere else with similar commutes into Boston. No one wants to pay 800K for a house in Braintree, but it depends how much less they want to rent a cramped 3 bedroom apartment for $3-4K in similar areas (or more in nicer ones!).

Peeping tom and flasher incidents can happen anywhere, though thankfully are pretty rare across the board here. In about a minute of Googling...

How about this place all the way out in the boonies of Grafton. Originally asked for 629k back in July, just cut it to 500k a few days ago. 500k is still substantially more what the seller paid in 2019 (374k). Not really that updated either and it sure looks like a place built in 1900.
